Kissinger can’t be happy watching the Westphalian order (balance of powers involving independent states that stay out of internal disputes) collapse and the balance of powers crumble. Haass’ world view captures the reality of rising populism and nationalism in an environment of rising discomfort with globalization, dysfunctional democracies, migration chaos, nuclear proliferation, nonstate powers and collapsing regional orders.
